Research Policy & incentives for performance in Research at DBU
Research, Innovation and Entrepreneurship are the guiding principles of the academic policy of Desh Bhagat University. Research and developmental activities create and disseminate new knowledge in a range of fields, promote innovation and motivate better learning and teaching among faculty and students of the University as these are often incorporated in the courses. However, this advancement of new knowledge can only be initiated in an appropriate research environment, hence this policy.


The purpose of the Research Policy is to create a vibrant atmosphere of research among faculty and researchers in DBU, including post graduate students. The policy shall serve as an overall framework within which research activities may be carried out. It is expected to serve in enhancing the University’s reputation nationally and enhance research output per full time academic program, contributing towards National and International Ranking Frameworks. Several Universities have also adopted procedures for rewarding researchers for running research projects and publishing quality papers which are worth emulating.


• To create an enabling environment within the University to foster a research culture as well as provide required support through research framework and guidelines.

• To ensure publications in quality journals, indexed in Scopus/Web of Science and/or with high impact factor, besides publications in DBU research journals, as well as , to ensure presentation of good quality papers in International, National and regional Seminars and Conferences, as well as, Expert presentations in Meetings and Capacity building programs.

• To improve the quality and spread of the four international Journals initiated by DBU.

• To nurture an environment of undertaking socially useful research with potential for commercialization.

• To establish Centers with potential for Excellence.

• Forge interdisciplinary collaborations and partnerships within departments in the University to take up multidisciplinary research, as well as, foster collaborations nationally and globally.

Custodian of Policy

The implementation and updating of Research Policy shall be carried out by Research Cell. The Research Policy shall have a Research Advisory Committee to function under the Chancellor.

Policy and Guidelines

1. Undertaking Research

Faculty members of DBU are expected to undertake research, leading to quality publications, presentations in National/International/Regional conferences/seminars of repute, invited or Expert talks in trainings and meetings, generation of Intellectual property with potential for commercialization, socially useful outcome and other similar research activity.

2. Obligations of faculty and researchers (including post graduate researchers):

Participation in research activity is mandatory. Research output will be considered one of the criteria for faculty recruitment and promotion along with other academic responsibilities.

3. Recruitment and Promotion:

The University shall recruit such faculty members and researchers who have demonstrable/demonstrated capability in research. Faculty promotion may significantly depend on research undertaken. The quality of research output, especially research publications, may be assessed on the established yardsticks such as Impact Factor (IF), or as revised from time-to-time, as appropriate.

4. Research Management:

Overall management of research activities may be coordinated by Research Cell, under the supervision of Dean Research, assisted by Registrar/Asst Registrar Research and advisory body. Each Institutional research activity will be coordinated by HOD.

5. Academic Dishonesty and Disciplinary Committee

It is expected that each member involved in research – faculty, researchers and postgraduate researchers - will adhere to highest ethical standards of conduct. These include data integrity, adhering to ethical guidelines given from time to time, for carrying out research. It will be the duty of each faculty to personally check all publications generated for publishing in DBU Journals or for submission to other Journals on an approved anti-plagiarism software. Further , it will be the duty of concerned supervisor to verify that each thesis submitted under him/her is checked for plagiarism before submitting to Research Cell for processing. The university has recently registered under Shodhganga and all theses will be duly uploaded as per UGC norms. Hence , the Supervisors will be personally responsible, in case any complaint is received on plagiarism or data copying and the University and staff of Research Cell would not be held responsible and would stand indemnified under good faith.

A disciplinary committee, on instructions of Vice-Chancellor, shall be formed in order to carry out inquiry when academic dishonesty is reported against an individual/group. Suitable disciplinary action may be initiated, if found guilty, against such individual/group.

6. Resources for research support

The University will provide intramural funding through seed money based on the quality and impact or research. A separate research budget head is being created for the purpose. This will be in two parts, i.e.:

1. Intramural Funds

2. External project and Consultancy funds, for which the University will also facilitate funding of research projects form external sources, including from state, national and international funding bodies, which may be government, private (corporates and industry), NGOs, etc. Necessary documents to support research proposals would be made available through Administration and Accounts Departments. Support required for follow up of projects ( in form of travel to potential funding bodies for follow-up and presentation, supply of additional documents, meetings, etc) would also be provided.

Faculty and students would be encouraged to apply and work for fellowship programs and sponsored projects.

Student Research

To enhance quality research output, student mentorship/internship shall be facilitated to encourage undergraduate/postgraduate students to pursue research activities leading to tangible output.

Quality of Publications

1. The research carried out in university system should be of good quality adhering to highest standards of ethics. In order to recognize the research contribution, the University encourages publications in journals indexed in Scopus/Web of Science. Impact factor provided by Journal Citation Reports at Thomson Reuters would be taken into account. The University may revise such policy, as deemed necessary, in future.

2. The University has also set up an IPR Cell which is being strengthened. For Intellectual Property and Commercialization of Innovations a separate policy will be developed

Research Incentive Policy

Providing incentives to researchers is not an isolated practice among universities, nor is it only about money. Numerous researchers have studied the impact of incentives and related programs for at least 100 years and a meta analysis shows a positive impact. It has been proven that Incentive programs improve performance, engage participants, attract quality employees and are valued by employees. It is, therefore, important for a progressive University to motivate staff to publish regularly, improve the quality of publications and promote innovations. To ensure a long term incentive program it is proposed that more productive researchers be rewarded with larger incentives per unit for publishing in local and international journals. It is therefore proposed that:

• The University will encourage publications in its own Journals. For this, researchers who have published more that 2 papers in a University journal will be provided a 10% discount in each subsequent paper published in DBU journal.

Further, a cash incentive of Rs 2000/- will be provided on publishing of each block of 5 papers in the University Journal/s and the faculty will be felicitated at an appropriate event. This will motivate other researchers to publish as well.

• The University will further facilitate research by supporting partial publication charges where papers are published in quality journals. To researchers who publish a paper in High Impact factor Journals like Springer, Nature, etc, or as per Scopus data base, in which 3 or more of the author’s papers published in DBU Journals are cited, the University will incentivize publication fee up to 50% or a maximum of Rs 2000/- which ever is less(reimbursable after publication) in case the Journal is a paid Journal. For free journals, the University will award Rs 1000/- per publication. Such requests will be scrutinized through a committee appointed by Vice-Chancellor which will decide the eligible journal based on Impact factor. All publications have to be peer reviewed.

• Further, faculty which publishes more than 2 papers per year will be supported partially to attend at least one Seminar/ Conference/ meeting of their choice in the subsequent year, anywhere in India. For this the concerned faculty would be considered ‘on duty’. The extent of financial support ( towards registration charges, TA/DA, stay, etc) will be decided on a case to case basis. This will be in addition to discount/support in publication charges as above.

• No discount is applicable on open access on-line journals.

• The number of research projects undertaken/ sanctioned and papers published in an Year will be one of the criteria for annual incentive, further promotion in Academic departments and remuneration packages.

• New faculty will be expected to publish at least 01 research paper in DBU journal or in a peer reviewed and UGC listed journals within, 2 years of joining. Subsequently, all faculty will be expected to publish at least 1 research paper per year and annual increment will be linked to date of publication or date of acceptance in journal (subject to submission of proof) in case the acceptance/ publication date is after 1st April of a calendar year (i.e. the normal date of increment). The quality / Impact factor of journal would also be taken into account while determining the extent of increment to be granted.

• Collaborative and Interdepartmental research will be promoted. In such cases all participating faculty will be provided equal incentive.

• A Chancellor’s Research Award will be instituted and awarded annually to the best researcher, based on the recommendation of the Research advisory Committee. However, the Committee can choose to not award any researcher in an year if none is found suitable. The decision of the Committee would be non- challengeable. The details of the award would be finalized from time to time.

• The University may also provide additional manpower in departments with higher research intensity and research output, depending on specific justifiable requirements while adhering to regulations of statutory agencies.

• The University may also consider allocating reduced academic work load to faculty handling more than one research project or additional work of research journals.

• In order to promote and improve quality of DBU Journals the University may consider discounted publication charges to researchers from other institutions also, ie 10% discount after 3 publications, 20% discount after 4 publications, and so on, up to maximum of 40% discount in publication charges. Further, when these Authors publish a research/ article in a High impact Journal, in which at least 3 papers published in DBU Journals are cited (whether citation of own publication or any other paper), an additional discount of 20% in next paper published in DBU Journals will be provided (i.e. total maximum 60% discount can become applicable after 8 publications in DBU Journals).

Periodic Review of research Output

Periodic review of research output shall be carried out by each institution/department. The HOD will provide such information to Office of Dean Research for assessment and required corrective actions, if any, on 31th April of each Calendar Year.

Review and modification of Policy

DBU will review this policy after every 5 years or earlier, as per requirement. It reserves the right to modify the policy as and when required. The modified policy will come into force with approval and orders of Vice Chancellor/ Chancellor.
